A literature review on employer investment in training, 2005

In order for Canada to compete in the global economy workers are expected to be highly skilled. Studies have demonstrated significant skill shortages in many industries. With the perceived shift in the labour market demographics, many Canadian businesses will continue to experience labour shortages and this will make recruiting and retaining talented employees a major priority.

This document, written in 2005, examines literature on employer investment in training. While there is a significant amount written on Canadian employers not investing in training there is very limited information on support strategies or incentives for employer training. The goal is to understand what supports or incentives would encourage employers to invest in training their workers.

The key questions to be considered are:

  1. What programs or policies might be implemented to create learning organizations in which employers are willing to invest more in training?
  2. What other forms of incentives already exist and how effective are they?

This document forms the basis of a future research project on the topic.
