Planning to Succeed in Toronto: Integrated Workforce Planning

A report on Integrated Workforce Planning Examples from the United States and Europe

Local workforce planning provides a coordinated approach to designing, developing and integrating labour market programs and policies.This research project identifies successful characteristics of local planning initiatives in major metropolitan areas in the United States and Europe that will inform the implementation of integrated local labour market planning (ILLMP) in Toronto.

The five initiatives studied include:

1. Chicago Workforce Board, Chicago, Illinois In operation since 2000, the Chicago Workforce Board (CWB) provides a forum that brings together stakeholders from business, labor, education, government, community-based organizations and other sectors. Their mandate is to develop strategies that address the supply and demand challenges facing Chicago’s workforce.

2. Philadelphia Workforce Investment Board, Philadelphia, Pennsylvania The Philadelphia Workforce Investment Board (PWIB) coordinates and oversees local workforce investment initiatives that support the growth of business and the self-sufficiency of residents in the local economy. PWIB is unique in its focus on developing human capital to meet business needs and strengthen the workforce system overall.

3. London Skills and Employment Board, London, England Established in 2006, the London Skills and Employment Board (LSEB) is charged with creating and overseeing the implementation of a long-term strategy for adult skills and employment in London. The Board has significant employer representation to ensure that skills provision meets the existing and future needs of the London’s economy.

4. Northern Partnership, Dublin, Ireland The Northside Partnership has been working in North East Dublin since 1991 to counter social exclusion. The Partnership brings together local communities, government, business, labour, and elected public officials to create and implement a community action plan.

5. Local Pacts for Employment and Economy, Berlin, Germany Berlin’s Local Pacts for Employment and Economy (Berzirkliche Bündnisse für Wirtschaftund Arbeit, or BBWA) establish local networks through Berlin’s 12 districts with the goal of creating employment and training opportunities and supporting local businesses.
