Our History


The Toronto Workforce Innovation Group (TWIG), formerly the Toronto Training Board is a not-for-profit organization led by a volunteer Board of Directors representing business, labour, community groups and education and training.

TWIG is a member of Workforce Planning Ontario, a provincial network of 25 local agencies that conduct localized research and actively engage organizations and community partners in local labour market projects.

Focusing on the City of Toronto, TWIG:

  • Conducts research, disseminates information and convenes stakeholders to address workforce development trends, gaps and opportunities

The Toronto Workforce Innovation Group is unique in its multi-sectoral approach: working on issues across many workforce sectors and engaging stakeholders from many perspectives.



What we do

Toronto Workforce Innovation Group is responsible for the analysis, development, dissemination and delivery of labour market information and services for individuals, employers, community groups and other key stakeholder groups in the city of Toronto. TWIG is responsible for providing information and stimulating the development of policies, strategies, and initiatives that support the Ministry of Advanced Education and Skills Development (MAESD) and the Government of Ontario.


Board of Directors

The TWIG Board of Directors is made up of representatives from seven labour market partner groups; business, organized labour, education and training, persons with disabilities, racial/visible minorities, women and youth.
